It plugs into a socket, so measure two things before ordering: the run you want to light, and the distance from its start to the nearest outlet. Strands are connectable for longer runs, so a very long outline can be built from several pieces. Fix the tube with clips rather than staples, because piercing the tube breaks the seal. Dry fit the route before fixing anything. Lay the tube out loosely along the railing or edge, check that the plug end reaches the outlet with some slack to spare, and only then clip it down, starting from the outlet end and working outward.
