It is supplied unfilled and is designed to be packed with old clothes or blankets, so a filling has to be found before it can be used. That is the point of it: the clothes nobody was going to wear again become the stuffing, and there is no bulky filling to pay for or ship. Nothing is powered. The zip runs most of the way round, so packing it is not a wrestling match, and it can be topped up later as it settles.
